How do you comply with any law at all? Who is going to pay for your
time to comply with any law? Business owners - and individuals, for
that matter - are expected to expend time and money to comply with
laws all the time. Sometimes considerable amounts of time and money.
And, for that matter, who's going to pay the innocently arrested for
his loss of income?
