No, improperly accessing NCIC, the Federal database, is a crime. It
contains much more than arrest records, BTW. I believe the entry
against my name includes the information, "Carries weapons and
handcuff keys," bvoth of which are completely legal activities.
Arrest records themselves, are public records just like marriage
licenses. Many newspapers publish them daily.

That's a straw man argument. We are discussing a situation where
there is actual evidence of specific wrongdoing.
