Although evidenyly not of the law with regards to NCIC access!
However, if you change that last sentence to read "There's a distinct chance
that you were doing something", you'll get a far more accurate a
characterization of social attitudes.
And that's where everything gets complicated: How much of a chance are you
willing to accept?
We all know that there can be smoke without fire. And indeed fire without
smoke. But smoke and fire do tend to go hand in hand... And how much risk
are you willing to take?
(Plus the US Government cares about the fact of arrests, for good reason).
