One problem I see with using the arrest record is that some Police Officers will charge a person with an Indictable Offense (Feloney US equivelent ) to allow the legal method of taking a photo and fingerprints. If a person is arrested for a Summary Conviction Offence (Misdemeaner US equivelent ) then prints and photo can't be taken.
The Crown Attorney (DA) can then either prosecute the lessor and included offence
of a Summary Conviction or drop the case. But the accused person now
has a sheet on file which is shared with the US Agencies.
