Yes I agree about procedures and "proper legal authority" However the informal
network of contacts from ex-police and government Investigators allows a background check that by bypasses the formal rules. One of my old instructors relayed how he used to dig up grounds for firing other Provincial Police Officer's
by following them all day. His theory was that evryone breaks the law by going about their daily activities, even Law Enforcement Officers (LEO). There is a manual for Investigative Journalists which sites a rule "there is dirt on everyone
its just a question of digging it up" As a former Chief Shop Steward for a major Public Service organization, I have seen some pretty minor incidents escalated into grounds for dismissal. The real reason for dismissal are forever buried.

applicant. It was suggested that a credit check would be more
revealing, well you can't do that without written permission of the
person you are pulling it on, that's illegal. We do have databases and
many states now have sunshine laws, so information is easily
collectible and purchased by legal investigators, however one cannot
just buy the info without proper legal authority...
