Uh, maybe shouldn't be sticking the nose in here but ...
Doesn't it not exist only for everyone outside the borders of the USA in the
USA court system and for non-citizens inside the USA borders for the USA
court system ...
If and only if you get the President (or his designee) so pissed at you ...
But that word "foreign" makes it tough for a US Citizen on US Soil to not
have his writ heard.
Which isn't quite the same as the situation in WWII where it just plain was
terminated.
(And for those who insist on it being a party issue, ask yourself was it the
same party in power in WWII as now? See the problem isn't the party, the
problem is the lust for power and the inability to see that if you get away
with it, the guy who comes after you might use it for evil. It is an
individual fallibility.
