Which currently sitting President is supposed to have said something like "the constitution is just paper"?

(I am aware that this may be a myth? anyone able to confirm or not?)

The Republicans have not had control of both the Presidency and Legislature for eight years.

For the third time Habeas Corpus is incapable of being repealed. So the assertion that it has is moot and wrong.

The statement was "Remember our president has repealed Habeas Corpus"
I didn't say "the republican president" feeling a little guilty there
then are you if you read that into that sentence.
He didn't have to sign it but he did , so much for upholding the
constitution
