It was, ask anyone who was taken at gun point to an internment camp like
Manzanar in WWII! SCOTUS even gave its blessing to that sordid mess.

An example of such a writ, Habeas Corpus.

So the history is the King could use it to drag a prisoner in front of a
judge to get release from a corrupt official. It was a political tool to be
used by the Crown to reign in corrupt officials.
